Cause
Editor—The key Management role is part of the Financial-grade API - FAPI (highly regulated identity), and the FAPI add-on is not enabled in the account.
Solution
To assign this role to a tenant admin, the FAPI add-on must be purchased. If this add-on has already been purchased but the role cannot be set, please open a support ticket.
