When editing the custom texts for Universal Login via the Tenant Dashboard, a pop-up message that says Custom text changes discarded appears, but the changes save successfully:

This is a known issue in the Auth0 Engineering team's backlog to update the text seen for a successful custom text change. 

In the meantime, a message with a green check mark should indicate the changes have been saved.
