Overview
When using the Deploy CLI, previously, it was possible to deploy an Action in the built state immediately. Now, the following error occurs:
"Bad Request: A draft must be in the 'built' state before it can be deployed."

Cause
The Deploy CLI tool was is out of date.
Solution
Confirm Deploy CLI is running the latest version and update if necessary.
