Error when Creating Custom Action: "Error! You don’t have permissions to access the resource"

Overview
When creating a Post-Registration Action, and clicking on the Save Draft button. the following error is prompted:
Error! You don’t have permissions to access the resource

Cause
This error happens when there is a problem with the browser cookies or session.
Solution
Try logging out and logging in again. Then, retry saving the Custom Action.
Alternatively, start from an incognito window or use a different browser and then retry saving the Action.
