The following error occurs with phone numbers from one or more particular regions:

Permission to send an SMS has not been enabled for the region indicated by the 'To' number

Solution

This is a Twilio error. To solve it, enable the region in the Twilio account's Geo-Permission settings. Please see the Twilio's documentation for further details.
