This article explains if it is possible to transfer ownership of a Startup Plan subscription.

Solution
Startup plans are a special case where there is no concept of billing accounts as they are essentially free but with Enterprise feature add-ons.
This may be confusing as in paid subscriptions, ownership can be perceived as tenant ownership (i.e., tenant dashboard admins) vs. if billing accounts are tied to individual(s) that might differ from tenant admins.
Startup plan subscription ownership is determined by the identity of the tenant admin(s).
Ask any existing tenant owner to add this new person/email as a new tenant admin and ask them to de-provision whoever is leaving.
